1. The Greenhouse Gas Emission Inventory
According to the Cities for Climate Protection campaign the goal of Milestone 1 is to conduct a baseline analysis of the cities' emissions for a base year and forecast what the emissions would look like at some future year. This will provide a benchmark for which the city can measure their progress to reducing emissions.
Since the passing of AB 32 in California, the forecast year for the City of San Luis Obispo became the year 2020. Under AB 32 the mandate is that communities are required to reduce greenhouse gas emissions down to 1990 levels by 2020. As it is difficult for many cities and counties to do an inventory of 1990 emission levels many have decided to do an inventory of a current year for which they have adequate data and then to backcast for emissions in 1990. For the City of San Luis Obispo the baseline year was 2005.
